Abstract
Nuclear power has been accepted by most countries in the world as a kind of safe
and clean energy. It became a mature and widely-used energy after thermal power and
water power. Therefore, nuclear power station developed very quickly in recent years.
However, the construction of nuclear power station is delayed for the reasons of
nuclear safety, nuclear technology. The delay of construction will increase the
construction cost, thus decrease the economic and social benefits of nuclear power. In
order to make the nuclear power plant construction projects proceed along the
construction schedule, this dissertation proposed a nuclear power station construction
project management mode based on EPC (Engineering Procurement and Construction)
model, and design a construction progress plan, set up a project schedule management
and optimal control style using fuzzy model. This dissertation will decrease the cost
of nuclear power station construction and increase the benefit of nuclear power. The
structure of this dissertation is as follows:
In Chapter 1, we analyze the nuclear power project construction management
mode. We propose the EPC model of nuclear power project construction project. In
this model, the whole process of project design, procurement, construction,
commissioning will be entrusted to a professinal company that engaged in nuclear
power engineering general contracting business. This model will decrease owner’s
risk result from many construction contractors, improve the construction quality, and
decrease construction cost.
In chapter 2, we make a nuclear power project construction progress and
management control plan. Based on the safety request of nuclear power project
construction, and the factor of the relation between time limit and the construction
process, we proposed a EPC mode of nuclear power construction schedule
management system.

In chapter 3, we optimize nuclear power project construction progress using
fuzzy model. According to the uncertainty characteristic of nuclear power project
construction progress, we set up a fuzzy integration model to optimize nuclear power
project construction progress, so as to improve the construction quality, decrease
construction period, and decrease construction cost. In addition, we apply this model
to the construction of a large-scale nuclear power station.
In chapter 4, we propose the schedule control measures and implementation plan
of nuclear power construction process. We take a nuclear power construction project
in china as an example, set up a PDCA loop of nuclear power project construction
control, to control the process, quality, and safety of nuclear power project
construction. Then, we adjust and revise the process to ensure the construction project
proceed successfully.
