Dense Structural Learning Tracker, VOT-TIR2017 winner

This is the DSLT tracker submitted to the VOT-TIR2017 challenge. The mex file is built under Win10 x64 and Ubuntu x64 respectively. In our test, the mex file also works under Win7 x64. The only 3rd party library needed to run the mex file is FFTW. You can search "FFTW Installation on Windows" to find the dll files needed for windows.
