PREFACE
The rapid evolvement of digitalisation across the
global supply network, transport system, public
and private services has signicantly increased the
complexity and lack of trust between stakeholders
and organisations. Traditional transactional systems
are not efcient in response to the changing
business models in this new World scattered with big
data. This calls for the need for improved efciency,
transparency, immutability, provenance and a single
version of the truth in order to provide seamless and
frictionless trades, products and services to public
and private sectors for the benet of society.
全球供应网络、交通运输系统、公共和私人服务领域
的数字化迅速发展,极大地增加了利益相关者与组织
之间的复杂性和信任缺失风险。在这个充斥着大数据
的新世界中,传统的交易系统不能有效地响应不断变
化的商业模式,需要提高效率,加强透明度和不变
性、以及提供来源和单一的事实,从而为社会的利益

Blockchain has been dubbed a potential innovative
decentralisation solution with the use of distributed
ledger technology. It addresses the above-
mentioned challenges, and removes unnecessary
intermediaries, whilst improving the level of
cyber security required. This emerging technology
has already found its applications in the ntech
environments, and increasingly its applications
are expanding widely to the logistic, transport and
supply chain industries.

• autonomous environmental sustainability reporting
and integration with international standards,
methodologies and agreements enabling smooth
transition towards clean and sustainable global growth
• an economic and environmental resource efcient
model for China’s NDRC 13th ve-year plan for
economic and social development for China
(2016-2020).

This report provides some knowledge foundation
in support of this direction, and opens up
opportunities for dialogues, policies, partnerships
and collaborations between governments, industries
and academics, especially between the UK and China,
working with partners around the World.

Professor Lenny Koh is the Founder and Director of the Advanced Resource
Efciency Centre (AREC) at The University of Shefeld, UK. AREC has
hubs in China with DRTTA (AREC China), USA (AREC USA) and Europe
(AREC Europe). Her work contributes to advancing the understanding and
resolution of complex supply chain using interdisciplinary approaches
crossing supply chain management and information systems domains
across industry. Her research is world leading and is recognised for its
scientic novelty and has generated signicant impacts for society,
government and industry from manufacturing to services. This includes
the pioneering of digital Cloud based tools (SCEnAT suites) that support transformation of supply chain
towards resource efciency and sustainability; and infusing and digitising supply chain life cycle thinking
across sectors, technologies and systems. She is an advisor and on the Board of diverse organisations,
such as a Board member of the Sustainability Partnership and BSI on sustainability/resource efciency.
She has established strategic partnerships with government and industry leaders on supply chain
sustainability and digital transformation, and work closely with the Transport Systems Catapult on
Intelligent Mobility and Blockchain.

Charles is a creative ideas engine and global leader in transformational
innovation. He is a Chartered Engineer with a background in Physics,
Transport Modelling, and Intelligent Transport Systems. He has over ten
years’ experience in the public and private sector including four years with
Transport Systems Catapult. He has created impact across a diverse range
of novel projects from new ways to increase passenger throughput capacity
at stations to a next generation IoT driven highway asset management
system. His recent focus has been exploring blockchain applications across
transport with the University of Shefeld.
The Transport Systems Catapult is the UK’s technology and innovation centre for Intelligent Mobility.

Blockchain constructs a decentralised and low-cost
based trust mechanism, which not only promotes
innovation and productivity, but also promotes
the transformation of production economics and
reconstructs the institutional logics of social and
economic operation.
Blockchain is built on trust, removing
intermediaries to improve transaction efciencies,
and complemented by industries having developed
capabilities for online structured data management.
The prospect of a Blockchain economy is spectacular,
with an optimistic forecast that by 2025, 10%
of global GDP will be stored using Blockchain
technology.
区块链构建了一种去中心化、低成本的信任机制,
不仅促进生产力的革新,更会促进生产关系的变革,
重构社会经济运行逻辑。区块链在有互信需求、需要
去中介平台提高交易效率以及拥有线上结构化数据的

Now, the Blockchain economies are already on
the eve of the outbreak. The nancial industry is
leading the adoption of blockchain applications.
In the future, the industrial sectors will be the
“main battleeld” for Blockchain adoptions.
Blockchain application will bring multiple industrial
benets, on the one hand, based on the blockchain
system architecture, the data can be effectively
veried, validated by multiple parties, and cannot
be tampered with, thus, protecting the data
authenticity. This process of data chain is called
“trustworthy digitalisation”. Blockchain will help to
accelerate the realisation of “collaborative industrial
information” and bring direct benet to industry for
‘trust based digitisation’ opportunities. On the other
hand, the key features of Blockchain is to optimise
business process, reduce operation cost and enhance
ecosystem synergy, which has been gradually shown
in multiple elds, such as the nancial services,
Internet of Things, public services and industrial
supply chain management.
现在,区块链经济已经处于爆发前夜。金融行业的探
索领先一筹,而未来实体经济产业领域是区块链技术
应用落地的“主战场”。一方面,基于区块链系统,数
据可以被有效地确权,且数据要被多方验证,同时不

The current industrial feedback for Blockchain
technology has been optimistic, as many industrial
enterprises have adopted pilot Blockchain projects.
Consequently, a variety of practical use cases has
emerged. With increasingly clear Blockchain based
business models, the momentum for adoption will
be faster.
鉴于当前区块链技术本身被广泛看好,企业纷纷向区
块链试水,通过各种实践案例的形成,区块链的商业
模式也日渐清晰,普及速度也会更快。一旦区块链技
术实现普遍落地,市场集中的速度也可能会更快,
技术标准化也会健全,所有这些都在未来5年的窗口
期发生!
Once the Blockchain technology becomes widely
adopted, the speed of market consolidation will
accelerate along with a more healthy technical
standardisation. We expect, all of these will
happen in the next ve years!

At present, a new round of technological revolution
and industrial change is sweeping the world, for
example, Big data, cloud computing, Internet of
Things, Articial Intelligence, Blockchain and other
emerging technologies. The digital economy has
profound impact to production and life style change,
and has become the new kinetic energy for economic
growth. Blockchain is a subversive technology, with
increased maturity at its technological foundation.
The application of blockchain has gradually
expanded to various elds, and is leading a new
round of global technological and industrial change.
In China’s, “Thirteen-Five” National Information
Technology Plan, blockchain is regarded as a key
frontier technology. Industrial strategy that focuses
on the innovation, experiment and application of
emerging technologies such as blockchain will lead
next generation information technology.
当前, 新一轮科技革命和产业变革席卷全球, 大数
据、 云计算、物联网、 人工智能、 区块链等新技术
不断涌现, 数字经济正深刻的改变着人类的生产和生
活方式, 成为了经济增长的新动能。 区块链作为一项
颠覆性技术,随着底层技术和各基础链的成熟,区块
链的应用开始逐渐扩大到各个领域,正在引领全球新
一轮技术变革和产业变革。 我国《“十三五”国家信息
化规划》 中把区块链作为一项重点前沿技术, 明确提
出需加强区块链等新技术的创新、 试验和应用,以实
现抢占新一代信息技术主导权。继互联网科技之后,

核心技术。
After the Internet, blockchain is highly recognised
as the most revolutionary technology. Blockchain
through distributed ledger system, can provide
a transparent platform of equal cooperation for
all participants, and reduce the risk and cost of
collaboration among the various organisations.
Information on the blockchain is traceable and
tamper-proof, and the data is synchronised with each
other in real time, and can be reconciled. Because of
such technical features and benets, the nancial
industry has become the most concentrated adopter
of Blockchain technologies. The nancial supervision
sandbox, supply chain nance, access vouchers, and
a series of other application use cases are constantly
changing the ‘playing eld’. Chinese government
reports on the “SME nancing gap” shows that 40%
of China’s small and medium-sized enterprises have
difculties in accessing credit, or are completely
