PeMS Lane Closure System Manual
Chapter 1 Introduction
This manual serves as a comprehensive guide on using the Caltrans Performance Measurement System
(PeMS) as a tool to support lane closure activities. It is intended to be a resource for Caltrans lane
closure staff- including District Traffic Managers (DTMs) and Transportation Management Plan (TMP)
engineers- in doing pre-closure design phase analysis, monitoring lane closures in real-time, and
assessing the congestion and safety impacts of closures after they occur. While this manual does
introduce basic PeMS reports and navigation, readers can reference the Introduction to PeMS Manual for
a more comprehensive overview of PeMS features and calculations.

This manual is divided into six chapters:
Chapter 1: Introduction introduces PeMS and its lane closure capabilities
Chapter 2: Basic Lane Closure Navigation explains how to find lane closures and traffic data in
PeMS.
Chapter 3: Pre-Closure Analysis presents the PeMS tools for making lane requirement charts,
estimating lane closure delay and late-pickup costs, and evaluating detour routes
Chapter 4: Real-time Analysis shows the PeMS features for monitoring a lane closure’s status
and traffic impact in real-time
Chapter 5: Post-closure Analysis describes how to evaluate lane closure queue length,
duration of congestion, individual vehicle delay, total delay, and safety along the closure route
and detour route(s)
Chapter 6: Lane Closure Management Reports presents PeMS tools for tracking lane closure
request trends over time
Chapters 3 and 5 are followed by detailed Application Guides that contain step-by-step instructions for
completing all of the pre-closure and post-closure manual tasks, using an example lane closure on
westbound I-205 in District 10. Additionally, the appendix of this manual contains a glossary of common
PeMS and lane closure terms.
I. About PeMS
Caltrans PeMS is a web-based software tool designed specifically for Caltrans. It collects traffic data from
Caltrans traffic sensors placed on highways throughout California, as well as other Caltrans and partner
agency data sets. It archives raw sensor data in a database, quality controls and processes it, and
outputs it to users on the web in many useful formats to help managers, engineers, planners, and
researchers understand transportation performance, identify problems, and formulate solutions. PeMS
can be accessed via a standard internet browser by anyone who has established an online account.
Users can apply for accounts on the PeMS homepage at http://pems.dot.ca.gov.
Specifically, PeMS collects and reports data from the following sources, organized into Traffic Data and
Other Data.
