【中文摘要】
随着计算机技术和通信技术的飞速发展,信息化的浪潮席卷全球,互联网成为人们快
速获取、发布和传递信息的重要渠道。作为占有全社会大约 80%信息的政府,如何将海量
的信息提供给有需求者,并且能够保证 24 小时随时查询和下载,在众多媒体中,政府网
站是成本低廉和行之有效的方法。论文详细描述了一个基于 ASP 技术和 ACCESS 数据库系
统的网站的开发过程。网站包括两个模块:新闻发布和互动交流。其中新闻发布系统包括
组织机构、部门信息、政策法规、网站公告、后台管理等子模块。互动交流系统包括网上
办事、互动交流、下载中心等子模块。主页面提供本网站的一个宏观样式,并让各模块与
之配合联系,构成一个完整的网站系统。

【前言】
继党的十六大提出推行电子政务、提高行政效率之后,十六届三中全会进
一步强调要发展电子政务,提高政府的服务和管理水平。政府网站作为完善政
府公共服务接入渠道的主要手段,按照用户对象进行信息资源的整合,提供覆
盖用户全生命周期的各种信息和服务,成为电子政务建设的龙头。同时,网站
信息传播的即时性和全面性可确保政府掌握的大量重要信息的广泛共享,优化
社会资源配置,更便捷、更低成本地传递政务信息。
通过访问政府网站,企业和社会公众可以 24 小时不间断地,不受任何空间
界限影响地与政府进行信息交互,在促进政务公开,改进公共服务,提高行政
效能,确保公众知情、参与和监督等方面有着显著成效。
政府网站建设的含义就是利用 Internet/Intranet 等计算机通信技术,在
Internet 上建立正式站点,通过网络实现政府在政治、经济、社会、生活等诸
多领域中的管理和服务职能,推动政府办公自动化与政府网上便民服务,是政
府和社会互动的第一界面。
论文就网站的建设作了详细论述,网站的新闻发布和互动交流功能实现并
达到了国家对政务信息公开的相关要求和标准,经本地局域网测试运行正常。
