摘要

在 21 世纪，随着电子产品的发展，信息流动方式也随之发生变化。信息流

动速率也在日益加速，那么就会对信息的辨别产生影响，特别是网络信息。通过

各种网络软件交流的信息有时候会因为在传播途中产生信息错误，从而变成了传

播网络谣言。在突发事件中更会因为信息过于快速的传递从而造成网络谣言的泛

滥，对人们的生活造成影响，破坏社会的平衡。

在对突发事件的网络谣言中，治理成为了关键。2020 年的春天，一场看不

见的战争悄然而至。新型冠状病毒疫情的突然爆发成为了网络谣言的温床，考验

Abstract

In the 21st century, with the development of electronic products, the

way of information flow also changes. The rate of information flow is also

accelerating, so it will have an impact on the discrimination of

information, especially network information. Information exchanged

through various network software can sometimes become the spread of

network rumors because of information errors in the course of

communication. Because the information is transmitted too quickly, it
