FOREWORD.
T
HE
drainage and foundation of any highway
is
of paramount importance, for unless con-
siderable
care and forethought is given, the
completed
road will not prove successful. It should
be
borne in mind that the length of
life
of any type
of
wearing surface
depends
entirely
upon
the stability
of
its foundation. The provision of adequate drain-
age
of the sub-strata and surface water is equally
important and every care in the design and con-
struction must be taken.
To
arrive at the type to be utilised a considerable
number of factors have to be taken into considera-
tion, and the Engineer must
adopt
the method of
construction
to meet the situation. Amongst these
would rank the initial cost, maintenance costs, types
of
materials to be used, the utilization of local
material if satisfactory, drainage, the situation of
the Highway whether it be of
rural
or industrial
character,
the anticipated volume of traffic, and the
type of user. Also an important factor would be
anticipating the possible changes of conditions, such
as increased volume of traffic for the highway to bear.

consideration must also be given to the financial

aspect, but
efficiency
of design and construction
should not be marred by weakening any section
thereof
merely on account of cost. It is within the
knowledge of the writer of instances where pence
are said to have been saved in the construction of
foundations which ultimately has resulted in the
expenditure of
pounds.
"
Efficiency
with Economy "
is
a motto which should be followed.
In
this country the majority of our highways
have not been constructed with definite foundations,
but are invariably tracks which have been converted
into
hard
surfaces by the continual
adding
of broken
stone.
In recent years this surface of broken stone
has been consolidated into a smooth surface by the
use of Steam
Rollers.
The question of drainage has
not received any considerable attention, except
possibly
side ditches have been made to convey water
from
the surface or seepage from the road crust to
the ditch.
During the past few years very considerable
headway has taken place in road construction
following
a vast increase in the use of mechanically
propelled vehicles which travel at fast speeds and
carry loads of considerable weight. The develop-
ment of this construction has followed, to a very
great degree, uniformity in the methods followed;
the
chief
variation
perhaps
being in connection with
the class of sub-soil
upon
which the road is to be
constructed.

In dealing with the subject
under
review it is
necessary to deal with it
under
separate heads, and
I
therefore propose taking the following:—
1.
Subsoils.
2.
Drainage.
3.
Foundations.
Sub-soils.
The
nature of the sub-soil invariably controls the
practice to be adopted in the building of any road,
as it is of extreme importance to take into con-
sideration the bearing qualities of the sub-soil
upon
which the road has to be built. It will therefore be
seen that no sterotyped methods can be adopted but
the nature of the sub-soil must be carefully con-
sidered before definitely deciding
upon
the actual
design of the sub-structure to be laid
upon
it. In
this country the general sub-soil existing is invariably
one of the following:—
Gravel,
Gravel and Sharp Sand, Chalk,
Rock,
Clay,
Loam, Marl, etc. Bog and Peat Moss and
re-claimed land from the sea is experienced in many
places.
Of these sub-soils probably the best are
gravel, gravel and sharp sand, and chalk, as the
bearing quality of each is good, and they have good
natural drainage.
With regard to rock sub-soil the suitability
depends
greatly
upon
the position of the beds, and
it
seldom occurs that the bed synchronises with the
general line of the road. Pockets may also occur
