建筑垃圾循环利用可行性报告
一.建筑垃圾的定义
根据建设部的《城市建筑垃圾管理规定》 ,建筑垃圾是
指建设单位、施工单位新建、改建 、扩建和拆除各类建筑
物、构筑物、管网等以及居民装饰装修房屋过程中所产生的
弃土、弃料及其他废弃物
二.什么是建筑垃圾循环再利用
是指将建筑垃圾废物直接作为产品或者经修复、翻新、
再制造后继续作为产品使用,或者将废物的全部或者部分作
为其他产品的部件予以使用。再利用是循环经济的重要内
容。
三.建筑垃圾的产生情况
(1)国内
中国建筑平均寿命仅 30 年,年产数亿垃圾。年中国消耗全
球一半的钢铁和水泥用于建筑业,产生了巨大建筑废物,现
在政府号召房地产开发企业提高建筑质量,将目前 30 年的
建筑平均寿命延长至 100 年。我国建筑垃圾的数量已占到城
市垃圾总量的 30%~40%。据对砖混结构、全现浇结构和框
架结构等建筑的施工材料损耗的粗略统计,在每万平米建筑
的施工过程中,仅建筑垃圾就会产生 500~600 吨;而每万
平方米拆除的旧建筑,将产生 7000~12000 吨建筑垃圾而中
国每年拆毁的老建筑占建筑总量的 40%。

(2)国外
总体来讲,国外大多施行的是“建筑垃圾源头削减策略” ,
即在建筑垃圾形成之前,就通过科学管理和有效的控制措施
将其减量化;对于产生的建筑垃圾则采用科学手段,使其具
有再生资源的功能,如美国的 CYCLEAN 公司采用微波技
术,可以 100%的回收利用再生旧沥青路面料,其质量与新
拌沥青路面料相同,而成本可降低 1/3,同时节约了垃圾清
运和处理等费用,大大减轻了城市的环境污染。
对于已经过预处理的建筑垃圾,则运往“再资源化处理
中心”,采用焚烧法进行集中处理,如德国西门子公司开发
的干馏燃烧垃圾处理工艺,可使垃圾中的各种可再生材料十
分干净地分离出来,再回收利用,对于处理过程中产生的燃
气则用于发电, 每 t 垃圾经干馏燃烧处理后仅剩下 2~3kg 的
有害重金属物质,有效地解决了垃圾占用大片耕地的问题。
日本:建筑垃圾要首先控制源头
通常建筑材料的原料价格要比再循环的材料价廉,由于
国土面积小、资源相对匮乏,日本的构造原料价格要比欧洲
高。因此日本人将建筑垃圾视为“建筑副产品” ,十分重视
将其作为可再生资源而重新开发利用。比如港埠设施,以及
其他改造工程的基础设施配件可以利用再循环的石料,代替
相当量的自然采石场砾石材料。
1977 年日本政府制定了 《再生骨料和再生混凝土使用规

范》,并相继在各地建立了以处理混凝土废弃物为主的再生
加工厂,生产再生水泥和再生骨料,生产规模最大的可加工
生产 100t/h。1991 年日本政府又制定了《资源重新利用促
进法》,规定建筑施工过程中产生的渣土、混凝土块、沥青
混凝土块、木材、金属等建筑垃圾,必须送往“再资源化设
施”进行处理。日本对于建筑垃圾的主导方针是:尽可能不
从施工现场排出建筑垃圾;建筑垃圾要尽可能的重新利用;
对于重新利用有困难的则应适当予以处理。
(1)美国:开始推广资源保护屋
美国政府的《超级基金法》规定: “任何生产有工业废
弃物的企业,必须自行妥善处理,不得擅自随意倾卸” 。在
源头上限制了建筑垃圾的产生量,促使各企业自觉的寻求建
筑垃圾资源化利用途径。近一段时间以来,美国住宅营造商
协会开始推广一种“资源保护屋” ,其墙壁是用回收的轮胎
和铝合金废料建成的,屋架所用的大部分钢料是从建筑工地
上回收来的, 所用的板材是锯末和碎木料加上 20%的聚乙烯
制成,屋面的主要原料是旧的报纸和纸板箱。这种住宅不仅
积极利用了废弃的金属、木料、纸板,而且比较好的解决了
住房紧张和环境保护之间的矛盾。
(2)法国
CSTB 公司是欧洲首屈一指的“废物及建筑业”集团,
