The utilization of water resources would be greatly improved and the issue of
water shortage would be addressed if reasonable and effective water
strategies can be established. Our work is to provide a non-technical position
paper to governmental leadership with the help of mathematical deduce. This
paper presents the descriptions of several models to develop it.
The first model divides China into nine river basins and predicts the water
supply and its demand. Stationary Time Series is used for the supply forecast,
and the exponential curve fitting is built to predict the demand by using the
Non-stationary Time Series Trend Analysis. The results show the accuracy of
the model.
The next model provides the account of giving priority to promoting agricultural
water saving. The Game Theory helps to solve it.
The third model is generally committed to the plan of water transfer. Cost
–profit equations are established after some scientific and effective
simplify .Linear programming is used to work out it.
The fourth model offers the method and functions to calculate the cost of
desalination. Synthetically considering the effect on environment and physics,
a suggestion about desalination has been offered.
The fifth model simulates the relationship between the consumption and price
of water. A piecewise water price model has been set up and well used.
The sixth model puts forward a estimation about the cost and profit of glacier
transport from the Antarctic Circle to China .It has been regarded as an
alternative after considering the effect on environment and China's national
conditions.
The last model discussed the economic, physical, and environmental
implications of the strategy by using Analytic Hierarchy Process.
Last but not least, a non-technical position paper to governmental leadership
has been offered after summarizing all the work done.

1.Introduction
1.1 Water is a basic natural resource, one controlling factor of ecological
environment; a strategic economic resource, one part of a country’s
comprehensive national power. It is also affecting global environment and
development in the future. Discussion on national strategy of water resources
and its related scientific issues in the 21st century is one of the key issues of
common concern and governments around the world. In China, the gross
amount of water resources is 2.8 trillion cubic meters. It is predicted that by
2030, the amount of water available per person will be down to 1760 cubic
meters. According to the international recognized consensus standard, a
country is water stressed if the per capita water quantity is less than 1700
cubic meters. Therefore, water resources will be in severe situation in future
China. [1]
1.2 Across China, there is a shortage of water resources but frequent disasters
of flood and drought. At the same time, rainfall and volume of runoff change a
lot within the year and for many years in China affected by the monsoon
climate. The most serious is the distribution of water resources in China is the
same with population, cultivated land, and mineral resources distribution,
which is discordant. For a long time, China’s economic development has been
plagued by water shortage. Water resource has been the bottleneck of
national economic development. It almost has become a national issue that
water deficit has grown more and more, and the area of water shortage
promoted rapidly from point to surface. The problem is becoming more and
more serious, threatening the sustainable development of the society
nowadays.[2]
1.3 The utilization ratio of water resources efficiently under the premise of
water demand can be improved by a scientific water strategy. It is a issue of
great importance to a region’s social and economic sustainable development.

2 The Description of Problem
2.1 What problem we are confronting
China’s water resources are unevenly distributed, and forms of water supply
vary in different regions. According to this fact, water demand and available
water supply from 2013 to 2025 in various China regions are predicted. A
proper water supply has been established, also an evaluation of its economic,
physical, and environmental implications, considering whether the region is
short of water, de-salinization, storage and cost-efficient.
2.2 What we do to solve these problems
China has a vast area of basin. The country has been divided into 9 basins
(FIGURE1) according to the partition of the Ministry of Water Resources of the
People’s Republic of China for convenience[3]. Nine models are needed to
address the problem.
The situation of water shortage is needed, and it is determined by the available
water and water demand. Model 1 is settled up to analysis the available water
and water demand for development. A model of GDP growth and a model of
relationship between GDP and the water needed , since available water can
be known from analyzing utilization rate and gross amount of water resources;
water demand for development is closely related to regional economic
development. Therefore, water demand can be derived by analyzing them
collectively. Then by operation measure out the situation of water shortage of
the region in next 12 years.
Water saving issue has become a primary concern after analyzing current
water use in China. Establish a model of water-saving cost and income in
agriculture and industry, analyze it with the Game Theory, and a long-term
water strategy can be promoted, considering the water shortage in regions
under the circumstances of water saving.
Finally, an evaluation model need be established to demonstrate the rationality,
