The Comprehensive Evacuation Planing Model in Case of
Emergency
Summary
In the premise of guaranteeing the life safety of all the evacuees,
we established the comprehensive evacuation planning model point
of view from the shortest evacuation time, lowest evacuation risk, low
economic losses angles to reduce the loss to minimum.
First of all, We determine the evacuation zone and safety zone ac-
cording to the category and the landing site of the hurricane, and de-
fine the county in the evacuation zone as the station nodes. Through
the model of optimal path selection model which can be used to se-
lect the sanctuaries in the safety zone, we established the sanctuary
selection model.
Then, using the Thiessen Polygon to determine the coverage of
each station node, and analyzing the characteristics of the demand
generated from the station node, we establish the demand distribution
model according to the uncertainty of demand.
Finally, based on the theory of the traditional VRP (Vehicle Rout-
ing Problem), taking the shortest time and lowest risk and low eco-
nomic losses as the total constraint conditions, considering the road
carrying capacity constraints, refuge capacity, garage capacity constraint
conditions and so on, according to the category and the landing site of
the hurricane, the comprehensive evacuation planning model is estab-
lished. The processing conditions under the category 1-5 hurricane
conditions are simulated, and the shortest time is obtained under the
model condition, which is the shortest release time before the hurri-
cane.
